- Purpose of the position
- Under direct supervision of director general the director will formulate development of policies for the ministry and monitor the implementation of these policies in accordance with the National Development Strategy planning Constitution of Somalia and Jubbaland sate of Somalia.
- Duties & Responsibilities
- Advises and supports JSS Ministries and local administrations on budget, financial. Identifies and provides information for planning and decision making. Advise budget and staffing allocations;
- Guides and implements approaches for integrating planning and budgeting as a method for achieving strategic institutional objectives and JSS resource management;
- Compiles planning from government institutions and local administrations and presents to JSS cabinet for approval.
- Closely work with the ministry of finance in the process of budgeting and resource allocation.
- Liaise with national planning department for harmonization of national policies and strategies.
- Directs the annual ministry budget process and conducts unit budget planning & development meetings leading to the formulation of the JSS operating budget. Creates and communicates analytical materials in support of the annual planning and budget process;
- Evaluates budgetary proposals, analyzes performance, and models alternative revenue and expense scenarios.
- Creates analytical approaches and tools for financial analysis, forecasting, planning, and reporting.
- Responsible for the planning and direction of internal and external reporting; liaison with federal and state government agencies for interpretation of and advice on mandatory reporting requirements; certification of the consistency and integrity of all institutional data released for the JSS and the coordination of all information requests.
- Keep records of all statistics of JSS planning for future use.
- Prepare weekly and monthly report as per the needs of the ministry management
- Carry out any other duties as assigned by the management
- Qualifications and Experience
- Diploma political Science, social science, BA or BCOM, statistics
- 2 years of work related experience
- Competencies
- Strategic planning skills.
- Report writing and presentation skills.
- Experience advocating before governments at all levels on behalf of corporations
- Must have excellent interpersonal skills.
- Honest and fair in applying rules
- Ability to meet critical deadlines while maintaining accuracy
- Must be a computer literacy
- Abilities to motivate and mentor ministry staff.
- Abilities to communicate well both orally and in writing.
- Must be assertive and be able to easily identify, analyze and solve complex problems.
- Able to efficiently utilize human resources and management information systems to Ensure maximum staff development.
